First, I would like to apologize for this delay because of a technical glitch.
I declare open the 2026 resume session of the committee on non governmental organizations and call to order the 14th meeting.
Distinguished delegates, ladies and gentlemen, NGO representatives, it is a great pleasure to welcome you back to the 2026 resume session of the committee after a productive regular session in January, February.
I look forward to working with you all in the coming days.
I should like to extend my warm welcome to the members of the committee as well as observers and to all those participating in our meeting in person or observing the proceedings of the committee on UN web TV.
My special greetings also to all civil society representatives engaged in our work, including the representatives of the non governmental organizations who are attending this session.
And those who will participate in the interactive sessions that are scheduled for from 5:00 to 6:00 P.M.
Every day.
This committee serves as an important entry point for NGOs to engage with and contribute to the work of the United Nations.
By recommending the granting of consultative status to NGOs, the committee facilitates their access and participation to EcoSoc and its subsidiary bodies, as well as to many United Nations meetings.
Through the review of adriana reports, the committee monitors the important engagement of NGOs with the United Nations.
Distinguished delegates for this session, we have a total of 102 new applications for consultative status, and 361 applications deferred from previous sessions of the committee, which brings the total number of applications for our consideration to 463.
In addition to the applications, the committee has before it two new requests for reclassifications and one deferred request for merger, 547 new requesting reports plus 166 reports deferred from previous sessions.
We also have 56 organizations that submitted outstanding quadrinal reports and whose consultative status is to be reinstated, 340 organizations with outstanding reports and whose consultative status is to be suspended, and 148 organizations with continued outstanding reports and whose consultative status is to be withdrawn.
Additionally, there are ten requests for change of name, Given the scope of the agenda before us, the committee will need to limit the time spent on each agenda item so that we can conclude our program within the allotted time.
I therefore propose that we allocate 1 minute to review each new application and 2 minutes for each deferred application, and that we adhere strictly to the schedule so that we can attend to all the agenda items in the program of work.
Finally, I would like to remind delegations that due to the liquidity crisis, the committee had to release one meeting and the word count will have to be kept at a reduced levels similar to the length of the report last year.
The reduction will impact both procedural and substantive parts of the report.
I trust that I can count on your cooperation and support as we continue to fulfill the important mandate of the committee.
I am confident that by working together in a spirit of consensus, we will be able to hold a successful and productive session.
So now we pass to the agenda item one, Election of Officers.

Members will recall that at its regular session, the committee elected Mr.
Andrew Sigley as chair and me as vice chair.
After the resignation of Mr.

Andrew Sigle for his leadership and diplomatic capacities during his tenure as chair.
The Secretariat has been informed that Mr.
Innes Tannerehoben, counselor at the permanent Mission of Turkey to the United Nations has been endorsed by the group of Western European and other states to serve as vice chair of the committee on non governmental organizations.
May I take it that the committee wishes to elect Mr.
Ernest Tan Re Oven as vice chair of the committee on non governmental organizations? I hear no objection.

And this would be preceded with the traditional closure of deferred applications that have not expired 48 hours before the first session of the renewed session.
However, our recommendation is to stick to the program that we have in front of us.

It's a pleasure to address the committee on non government organizations this morning.
I would like to begin to extend my sincere appreciation for the guidance and leadership of our chair while he was in session in his seat and the Vice Chair, Mr.
Bill Hasani for their leadership and guidance to the branch in our office during these last months.
I would also like to acknowledge and welcome the presence of NGOs in the room, as well as the NGOs following the proceedings on UN web TV.
First, I would just like to inform you that the final program of work and I note were uploaded in an updated version this morning in paper less due to the list of name change requests that were added.
That is the only difference from what you had before the weekend.
Secondly, I am pleased to mention that the open call for written and oral statements for the 2026 high level segment of the Economic and Social Council resulted in a considerable number of statements that were submitted by NGOs in consultative status with EcoSc.
2026 EcoSc High level segment, which will be held from 13 to 16th of July, will address the theme, transformative, equitable, innovative, and coordinated actions for the 2030 agenda for sustainable development and its sustainable development goals for a sustainable future for all.
The general debate of the high level segment will focus on the theme, delivering better, accelerating urgent and transformative action to achieve the SDGs by 2030.
We are here today just over three months since the regular session concluded in early February of this year.
As you have heard from the vice chair, the documentation before you is significant and key figures were read out to you by the vice chair.
I While the number of new applications reviewed may seem low in comparison with earlier years, it is nonetheless part of a significant effort by the NGO branch to manage and process an increasingly overwhelming volume of transactions on a daily basis.
While it has been said many times before, the results are increasingly visible and impacting our delivery.
This situation will continue to unfold and it presents us with hard choices of where to focus our scarce resources.
At the same time, I would like to encourage the committee to have a look at its working methods and provide its guidance and recommendations for how to further rationalize and streamline its work so that we may best support and be of service of why we're here.
I would like to draw your attention to the fact that webcasting for this session was made possible from resources provided by the Department of Economic and Social Affairs on an extraordinary one time basis.
We all know the centrality of webcasting, to the working methods of the committee and certainly to the ability of us to engage and to share with NGOs across the globe that are not able to attend here in New York in person.
I would like to encourage the members of the committee to support this element in coming meetings.
With this, I would like to reassure you that the NGO branch continues its full commitment to providing the highest level of support for the committee.

At the outset, my delegation extends its illustrations to Mr.
Bill Hasani, who has resumed as the vice chair and extends full support to him in the ensuing resumed session.

Ines, who has just been appointed as the vice chair.
Our greetings also go to Mr.
Andrés Sidley for chairing the earlier session with Diplomatic Finnesse and has received all our appreciation.
My delegation also extends cooperation to the NGO branch and to the work with and to work with the distinguished committee colleagues with a view to ensuring that the session concludes successfully and satisfactorily.
Distinguished Chair, India supports a rule based structure where the accredited NGOs fully comply with the Charter of the United Nations and add value to the system.
In the recent past, we have noted with concern an increase in the instances where NGOs allow their position to be abused by non accredited elements, thus bringing disrepute to the entire system.
Dear Chair, a small number of such entities can reiterate and misrepresent a wider esteemed presence of the NGOs at large.
Therefore, it is incumbent upon all of us to pay attention to this detail to preserve the goodwill that is associated with the NGOs.
To arrest such tendencies, India fully supports members in this committee to identify tainted NGOs who allow misuse of their platforms for their vested interests.
We also commend the NGO branch for circulating the guidelines, general dos and don'ts, to the 7,000 odd NGOs for their strict compliance.

Firstly, let me congratulate you on your election to the Bureau.
As a former chair of this committee, I know that strong leadership, resilience, and at times strong coffee are essential to ensuring we deliver on our mandate, and you and Mr.
Bill Hasani have our full confidence that you will continue to lead this committee through the session.
The purpose of this committee is clear to facilitate meaningful civil society participation in the work of the United Nations.
That role is as important now as it's ever been.
Civil society organizations bring expertise, insight, and lived experience that strengthen the UN's work, particularly at a time of global volatility.
We recognize the continued efforts the committee members and for the Secretariat in managing this growing workload and rising demand for engagement.
At the same time, ensuring that timely, transparent, even handed consideration of applications is a shared responsibility.
Prolonged deferrals risk undermining confidence in this process and over time, the credibility of the committee itself.
As applications continuing to increase, we share a collective responsibility to ensure our working methods remain fit for purpose.
The UK will continue to apply the criteria set out in resolution 1990 6-31 in a consistent and impartial manner, focusing on whether organizations are active, independent, non harmful, and operating in line with the UN charter.
We encourage all members to do the same.
Looking ahead, we are grateful to member states for their support for our re election to the committee, and we look forward to working constructively with all members to strengthen and improve our working methods.
The UK sees real scope in making our processes more transparent, predictable, and efficient, including more timely consideration of applications.
This should also extend to clearer approaches for managing the suspension or withdrawal of accreditation.
Accreditation is a privilege and decisions to suspend or withdraw are significant.
They must be handled with care and consistency.
At present, the absence of crystal clear procedures can leave organizations without clarity of the concerns raised, the timelines for a response, or the basis on which decisions are taken.
We therefore welcome the development of clearer safeguards, including reasonable timelines, transparent consideration of evidence, and a more predictable and fair process for all member states and civil society.
Strengthening these elements would help ensure that appropriate action can be taken where needed, while upholding due process and the credibility of the committee.
From my own experience, I'm confident that members can continue to build a constructive partnership between member states and civil society grounded in mutual respect, transparency, and dialogue.
The UK stands ready to work with all members to support a fair, credible and effective session, and to help build a stronger, more effective committee in the years ahead.

We appreciate the work of the NGO branch for its work in preparing for this meeting.
China attaches great importance to the positive role played by NGO in supporting the work of the UN, promoting economic and social development, enhancing mutual understanding among peoples and support the participation of eligible NGOs in UN affairs in accordance with relevant rules and procedures.
New applicants and organizations that have already been granted consultative status should abide by the purposes and principles of the charter of the UN, respect the sovereignty, independence, and territorial integrity of member states, and refrain from engaging in acts that undermine the security and interests of member states.
China will always participate in the work of the committee in a professional, objective, and responsible manner, treating each application for consultative status seriously and fully assessing the capacity and qualifications of NGOs.

At a time when the United Nations is facing a serious liquidity crisis and workload of the committee continues to increase, the need to improve the efficiency of its deliberations and optimize its workflow is becoming increasingly evident.
China supports the committee improving its working methods on the basis of existing mandate and improving the effectiveness and efficiency in its work.
At the same time, the relevant reforms must be led by member states.
Adhere to the principles of gradual and orderly process and consensus, fully respect the legitimate concerns of countries from different regions, systems, and stages of development, and the legitimate concerns and avoid undermining authority of the committee or politicizing technical procedural issues in the name of reforms.

In April this year, Ecosox successfully completed the general election of the committee.
China wishes to take this opportunity to express its sincere gratitude to all members of the current session of the committee for their hard work, constructive participation, and positive contributions of the past four years.

I am pleased to assume the role of vice chair of the NGO committee and to serve as part of its bureau.
I would like to express my sincere appreciation to the Secretariat, in particular to NGO Branch for his continued support to the work of the committee.
I would also like to express my sincere appreciation to Mr.
Andrew Sigle for his valuable contributions to the committee during past sessions as chair.
While we are sorry to see him leave his position, we are grateful for his able stewardship, constructive approach, and dedication in guiding the committee's work.
Also in particular is a way of pronouncing the names of NGOs, in particular, the most tricky ones.
I will try to be as good as him.
The committee carries an important responsibility under Cosa resolution 1996 slash 31 in facilitating the engagement of civil society with the United Nations while ensuring that its work is conducted in a transparent, balanced, and constructive manner.

Good morning, to everyone and good to see you all in the room.
First of all, I would like to commend our colleague, Andrew Siegle for his dedication in steering the work of our committee.
It's a loss to have him now sit at this side of the room, but it's going to be more challenging for me, I think.
I also commend you and congratulate you, Mr.
V chair for your election.
I will call you chair since you're chairing now.
I would like to take the floor now on two issues.
First, the update letter of the Secretariat, and second, the responses received from the four NGOs in response to the questions of the committee dated sixth February 2026.
Since these two are quite separate issues, with your consent, Chair, I intend to make two interventions, the first regarding the NGO branch letter and come back later on after direction from the Secretariat.
So we thank the Secretariat for the letter dated 12 May 2026 regarding allegations of misconduct by NGOs with ECOSO consultative status addressed to the vice chair of the committee and circulated to all members.
This letter serves as a response to the request made by the NGO committee at its 2026 regular session and the subsequent letter from the chair dated seven April 2026.
Colleagues, the letter indicates that the relevant authorities contacted include the UN Department of Safety and Security and its Special Investigations Unit in Geneva.
As well as the Office of the High Commissioner for Human Rights.
I have one brief questions for the Secretariat this stage.
Does the use of the word include imply that other authorities were also contacted? That's a question to consider.
In addition, the following six substantive questions remain unanswered or unclear.
First, the referral by the chair dated seven April 2026 focused specifically on the NGO OA Pro.
However, the response from the NGO branch expanded this scope to include allegations against in total four NGOs.
It is currently unclear which preliminary findings, such as the specific individual currently under action, apply to OCA Pros and which apply to the other three organizations.
Second, the committee explicitly requested a determination of whether this pattern of misrepresentation was due to failure of internal oversight or an intentional effort by the NG.
While the response states that investigations are ongoing and viewed with utmost seriousness, it provides no final determination on the intent behind these actions.
Third, the committee sought clarification on whether the alleged identity substitutions were authorized by the NGOs leadership.
This specific question remains entirely unaddressed.
Fourth, a key inquiry was whether a formal request for a change of speaker was ever submitted in accordance with standard protocol.
The response from the NGO branch mentions that in a few cases, nameplates were not updated in a timely manner due to meeting room delays.
However, this explanation focuses on physical nameplates.
As we are aware, there is generally one generic nameplate for NGOs that does not require constant updating.
The core issue pertains to the digital record, the names reflected on your web TV, which can and should be corrected after delivery if an error occurred.
The Secretariat response does not confirm if OCR specifically attempted to follow formal speaker change protocols for the instances cited by the committee.
Fifth, the committee asked to ascertain whether the individuals delivering these statements were duly associated with the NGO at the time.
The responses notes one case where an individual was already under review, but it does not clarify the association status for the other individuals involved in the pattern identified by the committee.
Sixth and last, the chair requested a report on these considerations before the committee's 2026 resume session, which is the ongoing session.
The current response is, in our view, just an interim update.
So to conclude on my first intervention, is the NGO branch in a position to provide definitive responses and clarifications to these six substantive questions during these sessions.
Otherwise, when can we expect to receive these responses? I thank you and I will come back later follow up questions for NGOs under consideration.

I First of all, immediately upon the conclusion of the regular session in February, we communicated these requests that were made through paragraph 24 in the outcome in the in the report of the committee regular session.
We communicated to all the relevant entities that we thought needed to be made aware without waiting for a specific letter from the chair, which is not necessary for us as part of our ongoing responsibility to provide the best oversight and to guide NGOs access to the UN premises and behaviors and privileges along the way.
When we say relevant authorities, I would like to, um, say that can be a bit challenging when we're talking about the UN Secretariat, where in fact, we are all part of a UN Secretariat and we have a department of course, of security, we have other substantive offices, we have offices in other duty stations that are all secretariat entities.
So when I say including in my letter, it's very specific about the two offices that we believe are specifically and most prominent in the need to address these issues.
And in fact, it was confirmed to us from UN Security that their special investigative unit in Geneva was in fact the right authority.
At the same time, we also as an office provide continuous support and oversight of any element or any behavioral issues that are brought to our attention.
So that is why I say including because we, in fact, also do, um, generate our oversight and share it with relevant colleagues and offices along the way to try to address the best way.
We can the accusations that are made.
At the same time, of course, all of these requests are addressed on an evidence based basis and we are not the authority that makes conclusions or decisions in any way, shape, or form on the final determination of access or not of NGOs or members of organizations with accreditation.
Through the UN.
So, um, That is why I shared a letter providing an update.
And in fact, I sent it as late as I informed the vice chair as possible in order to allow as much information to inform the letter as possible.
What I shared with you on the 12th was, in fact, the latest status of information available to us.
And it is the level of detail that is provided to us and hence why we cannot reply in detail to all the the questions that were raised in the letter of the chair.
Of course, the letter of the chair was also made available to our colleagues.

So I was referring to the fact that one of the questions pertained to an internal approval process inside an NGO and whether a certain speaker had been allowed to speak or not and what the authorit or authorization is.
This is not information that is practically available to us to be so it is not a lack of willingness, but a lack of ability, basically to get some of this information.
Another issue pertains to the the servicing of a meeting and the way that it's referring to and handling changes underway.
And I think we saw a great example this morning of, in fact, things can happen where you have to on the spot make changes and correct seating or otherwise name plates.
And I take note of the question that was asked in addition.
Now, with this, yes, indeed, it's an update provided by our office.
And Given that we are not the office that provides the ultimate response and oversight in these matters, there is no way for me to make a promise or a commitment to a final statement and answering being available.
It's not a lack of willingness.
It's a matter of that's not something that I can do since it's not under my authority.
What I can offer is that we will be more than happy to provide an update, perhaps before the next session, if that is what the committee should wish or any other guidance you may wish to provide to us in this matter.

That's totally fine to receive a follow up update and also appreciate when there is a lack of ability to respond to, for instance, just bullet under the water for this answer we were not able to provide because of this challenging aspect.
So thank you for your response.
My delegation takes note now.
I'm going to turn to the four NGOs that were saved by this committee in February.
We take note of the responses submitted by Rison Apollo Development Mauritani and Africa Culture International.
We wish to put forward a few brief observations at this stage regarding these two organizations.
First, it is worth underlining that the responses are incomplete and do not cover all the questions asked.
In addition, regarding Risopolo Development Mariani, we have noted that what appear to be discrepancies in the name of the president across various documents provided.
As well as an error within their submitted financial statement.
Regarding Africa Culture International, we know the organization's acknowledgment that certain of its representatives simultaneously hold high level positions in other NGOs with ECOSOcstative status, Further clarification would be appreciated on this.
I think they mentioned one, the name of one member and they say which NGO, but they also mentioned it in plural.
There are some members.
If there are others, that would be appreciated to know who are they and which organizations they also are part of the leadership.
Chair, turning now to the organizations, O Pros and Rad.
I have specific follow up questions for these two organizations.
With respect to OCA Pros, the response received remains incomplete.
This is despite the organization having been granted sufficient time to provide a comprehensive reply in a single communication as requested by this committee on sixth February.
The organization failed to provide the official lists of designated authorized representatives submitted to the UN Secretariat for the 2022, 2025 period.
Alongside the internal board resolutions confirming their authority to speak on behalf of the organization's members pursuant to paragraph 11 of ECSC resolution 1996 slash 21.
Furthermore, it did not disclose whether any of its leaders hold simultaneously high level positions in other ECSC accredited NGOs.
Nor did it chair the internal criteria and vetting processes used for non member representatives.
The organization is asked to provide this information in full.
Chair, turning now to the last organization, Al Radig.
I must first request that this organization be explicitly reminded that all questions posed during our sessions are extended on behalf of the committee.
And constitute an integral part of this body's due diligence mandate.
In addition, I request that this organization be notified of an official warning regarding its written submission.
Some statements contained in the submission fall entirely outside the scope of the questions addressed to it and introduce unacceptable allegations and personal attacks against a member of this committee.
The document containing the responses as it stands, is non compliant with what was requested.
In line with established practice, we request the Secretariat to either expunge the non compliant portions of the response from the published documents or remove the current version from the paperless committee system and request the organization to resubmit a fully compliant version.
Finally, I have specific follow up questions for Radek pertaining to its representation.
While the organization's report asserts that all authorized representatives during the 2022 2025 period were strictly vetted internal members or closely associated resource persons.
A cross check with the public registries of the Human Rights Council sessions reveals a serious discrepancy.
Multiple individuals delivered oral statement on behalf of the organization who are entirely omitted from the registration lists submitted to the UN Secretariat.
We look forward to the organization's explanation regarding these diversions pursuant to paragraph 11 of ECS resolution 1996 slash 31, which mandates that an organization must present evidence of its authority to speak for its members upon request.

The session's recommendations will be sent to the Economic and Social Council for its approval during the Management Segment to be held on 21 to 22 July 2026.
