The Convention on the Rights of Persons with Disabilities (CRPD) was adopted by the UN General Assembly by its resolution 61/106 of 13 December 2006. It came into force on 3 May 2008 upon its 20th ratification. The CRPD is a legally-binding agreement between Member States who have signed the Convention to uphold, promote and protect the rights of persons with disabilities as defined in the treaty.

Article 40 of the CRPD stipulates that States Parties (signatories to the Convention) shall meet regularly in a Conference of States Parties (COSP) to consider any matter with regard to the implementation of the Convention. Since 2008, the COSP has been held annually at the United Nations Headquarters in New York, covering a range of themes and issues in round-tables, interactive dialogues and side-events.

This is a pioneering experience within Chile which seeks to integrate accessibility, universality, participation of persons with disabilities and AI tools, serving the exercise of the rights of persons with disabilities.
Our second belief is that access to justice cannot remain a privilege, just with the UN High Commissioner for Human Rights, uh, the, the, the, uh, public ministry has presented a handbook for access to justice for older persons and persons with disabilities.

Madam chair, my delegation is pleased to take part in the 19th session of the Conference of State Parties.
As we observe 20 years of adoption of the convention.
India ratified the convention in 2007 and our journey since then has been guided by the principles of dignity, equality, accessibility, non-discrimination and full participation.
Our national approach has steadily moved from welfare to rights, from protection to participation, and from service delivery to empowerment.
A major milestone in this regard was enactment of the Rights of Persons with Disabilities Act.
In 2016, the act increased the number of recognized categories of disabilities from 7 to 21, strengthened guarantees relating to equality, non-discrimination, education, employment and accessibility provided for reservation of persons with disabilities in higher education and government employment, and built an institutional architecture to implement these guarantees by collaboration aims to generate awareness, strengthen access to assistive technologies, early identification, educational support, skill development, employment scholarships, sustainable livelihoods and strengthen Indian sign language content designed for replication across other disability categories.
The pilot is expected to transform the lives of an estimated 18 million persons with hearing impairment in India to strengthen digital access and independent living.
India has also launched a unique disability ID project, a centralized national platform for disability certificates and ID cards.
The Divyang Sahara Yojana aims to establish modern assistive technology marts modern retail like physical hubs where beneficiaries can test, see and select products, and the Pradhan Mantri Divatia Kendras would serve as resource hubs for consultation, vocational training, skill development, community engagement.
Beyond rehabilitation services alone, India recognises that the next phase of cRPD implementation disabilities.

Without us, we remain committed to ensuring meaningful participation, participation of persons with disabilities in all decisions affecting their lives.
We also encouraged by growing efforts to strengthen the participation of persons with disabilities in democratic processes, dedicated parliamentary sessions focused on disability rights and inclusion have provided an opportunity to raise awareness, promote dialogue and bring their voices closer to decision makers.
Additionally, as co-chair of the Group of Friends of Cultural Rights of Persons with Disabilities in Geneva, Montenegro is committed to promoting equal access to cultural life and supporting policies that enhance accessibility, participation and inclusion of persons with disability in the cultural sphere.
Montenegro also remains committed to advancing, advancing independent living, accessibility, inclusive education and community based support services for persons with disabilities, including support for children and their families.
At the same time, we are removing barriers to their full participation by ensuring equal access to opportunities and public services.
Advancing the rights of persons with disabilities is also an integral part of our EU accession process.
