The Eleventh Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at United Nations Headquarters in New York, from 27 April to 22 May 2026. The President-designate of the Eleventh Review Conference is Ambassador Do Hung Viet of Viet Nam.

The 2026 NPT Review Conference is expected to consider a range of issues, including the universality of the Treaty; nuclear disarmament, including specific practical measures; nuclear non-proliferation, including the promotion and strengthening of safeguards; measures to advance the peaceful uses of nuclear energy, including safety and security; regional disarmament and non-proliferation, including the implementation of the 1995 resolution on the Middle East; measures to address withdrawal from the Treaty; and ways to strengthen the review process to improve its effectiveness, efficiency, transparency, accountability, coordination and continuity. In doing so, the Conference will also take into account the evolving international security environment and recent developments affecting the Treaty and the broader nuclear non-proliferation regime.

The NPT entered into force in 1970 and was extended indefinitely in 1995. The Treaty is regarded as the cornerstone of the global nuclear disarmament and non-proliferation regime. It was designed to prevent the proliferation of nuclear weapons, to further nuclear disarmament and to promote cooperation in the peaceful uses of nuclear energy.

Conferences to review the operation of the Treaty have been held at five-year intervals since the Treaty went into effect in 1970. While States Parties have consistently sought to achieve consensus on an outcome document, doing so has become increasingly challenging in recent cycles.

The 16th plenary meeting of the 2026 Review conference of the parties to the treaty on the nonproliferation of nuclear weapons is called to order.
At the outset of this morning's meeting, and as outlined in the program of work for the conference, the conference will take up item ten B of the agenda, namely the report of the Credentials Committee.
The report of the Credentials Committee is contained in document NPT slash 2026 slash 51.
I give the floor to the chair of the Credentials Committee, Her Excellency, miss Coromoto Godoy Calderon, ambassador, permanent representative of the Bolivarian Republic of Venezuela to the United Nations designate to introduce the report of the committee.
Thank you, President, Your Excellency's distinguished delegates.
On behalf of the Credentials Committee, I have the honor to introduce the report of the committee concerning the credentials of representatives to the 2026 Review Conference of the Parties to the Treaty on the nonproliferation of nuclear weapons, contained in document NPT Stroke Cop 2026 Stroke 51.
Having considered the credentials of the representatives at its meeting on the 20th of May, the Credentials Committee decided to accept the credentials of 131 states parties participating in the conference on the understanding that those states parties which had not presented their credentials in the form required by Rule two of the rules of procedure would do so as soon as possible.
Furthermore, acknowledging the report of the Credentials Committee of the General Assembly at its 80th session A stroke 80 stroke 547, the committee decided to postpone its decision on the credentials pertaining to the representatives of Myanmar to the conference.
The committee unanimously adopted its report to the conference.
I would like to note that since the meeting of the Credentials Committee, formal credentials in due form were received by the Secretary-General of the conference from El Salvador San Marino, Ecuador, and Türkiye.
Provisional credentials have been received from Congo and Coto.
The conference is therefore requested to take note of the report of the Credentials Committee and to accept the additional credentials submitted subsequent to the meeting of the Credentials Committee.
Lastly, I would like to express my gratitude to the vice chair and the members of the committee and to the Secretariat for facilitating the committee's work.

I now turn to the issue of the next review cycle.
At the 15th plenary meeting held on the 21st, May, delegations were given the opportunity to exchange views on the structure of the next review cycle.
In that regard, I take note of the proposal made by the Kingdom of the Netherlands to hold the 12th NPT review Conference in 2030 in New York, to be preceded by two sessions of the preparatory committee, the first in 2028 in Vienna and the second in Geneva in 2029.
However, based on what has been conveyed to me by states parties, it is my understanding that there is no consensus on this proposal.
Based on my consultations, it seems that holding the 12th NPT review Conference in 2031 in New York, with the first session of the preparatory committee in 2028 in Vienna, the second in 2029 in Geneva, and the third in 2030 in New York has the most support.
Under such scenario, the specific dates of the first session of the preparatory committee for the 12th NPT review conference would be 10-21 July 2028.
May I take it that the conference wishes to proceed in accordance with these dates? It is so decided.
The Secretariat will circulate this decision as document pt slash slash 2026 slash ddgt dot.
As delegations will recall at the first plenary meeting of this conference under agenda item 14, the current scale of assessed contributions amongst the nuclear weapon states was raised.
Following consultations on the matter, I propose that the conference take a decision in this regard to be included in the report of the conference as follows.
The conference considered the question of the division of costs among the nuclear weapon states for the allocation of shares of the conference.
The 2026 Review conference of the parties to the Treaty on the non proliferation of nuclear weapons decides that pursuant to Article 14 of the agenda, adoption of arrangements for meeting the costs of the conference.
The United Nations Office of Disarment Affairs will upon request, provide relevant information in order to facilitate consultations for an agreement amongst the nuclear weapon states on the scale of assessment for the nuclear weapon states for the next treaty review cycle while maintaining the 55 45 split between nuclear weapon states and non nuclear weapon states.
May I take it that the conference wishes to reflect this decision in the report of the conference.

I would now like to take up agenda item 19, that is consideration and adoption of the final documents.
I would like to start with the procedural report, Part two of the draft final document titled Organization and work of the Conference, as contained in document NPT slash 2026 slash CRP 31.
I suggest we move section by section.
The section entitled Introduction contains terms of reference of the conference and concise information concerning the preparatory committee.

The section on Organization of the conference records proceedings of the opening of the conference, including inter elections of the Offices of the Conference, Offices of members of the committees and statements by the Secretary-General of the United Nations and the Director General of the International Atomic Energy Agency.
It also records the adoption of the agenda, allocation of items to the three main committees, the rules of procedure, and the establishment of the subsidiary bodies under the main committees.

The Secretariat wishes to update the conference that in addition to the three states disassociating themselves from the election of the Islamic Republic of Iran as vice president, the United Arab Emirates has also disassociated themselves from the election of the Islamic Republic of Iran as vice president.
Therefore, this footnote will be technically updated accordingly after the adoption of pt slash conf dot 2026 slash CRP dot three, and four states will be included in the footnote in that final version of the report.
I would also like to advise that Ecuador will be added to the list of participating states.
