We have thus completed agenda item 38.
Before the committee moves to the remaining items on its agenda and is agreed at an informal briefing of the committee yesterday, I now invite the committee to resume its consideration of Agenda Item seven entitled Consideration of Special Reports.
It is my understanding that the committee would like to seek additional information from the NGO in consultative status with Ecosc Committee International respect et la Ca de la Charte African Detroit Tehope'sirc.
I see Algeia.
I give the floor to the distinguished representative of Algeria.
Thank you, Mr.
Chair.
Good morning to you and to everyone in the room.
I would like to intervene in follow up questions to the organizations including CRC, based on the informal briefing of yesterday.
First, regarding CRC, before addressing the substance of the response from this organization, we have some procedural comments for the Secretariat.
We observed that a PDF document containing a response was uploaded to the paperless system last Friday evening.
But it remains undated.
In addition, the first part of the document appears to be the exact initial response from last February circulated by email to members, but not posted on paper less system.
If that's the case, and indeed the case, we kindly request the Secretariat to remove the first three pages from the document and post this response on paper less in the circulated document section of 2026 regular session.
Regarding the annexes from page four onward, we request the addition of any accompanying transmission message and its corresponding dates for clarity and context.
F procedural comment, it would be helpful if the Secretariat organizers circulated documents posted on paperless chronologically within the same category of documents.
Turning to the substance of the response from CRC, we know that it is incomplete and relies partly on what seemed to be outdated document from 2021.
We request clarification on whether there has been no change to the board membership since then and if no general assembly was held.
Chair, again, we thank the NGO Branch for yesterday's informal briefing on Iraq past dispute leadership from which we understand that the 2019 letter addressed to the then acting NGO branch chief by an individual who appears to be the founder of the organization was never considered due to what appears to be a transmission issue.
Based on the content of the say letter, we request clarification from this organization on the leadership dispute dated from 2019.
And the allegations concerning a lack of respect for the objectives, orientation, and positions that are at odds with the provisions of the status of the organization and its rules of procedure.
Furthermore, our examination of the list of individuals registered by this organization at the UN 2022-2025 has revealed discrepancies with the public records.
We will share later the names of individuals who represented CRC during this 2020 to 2025 period, but are absent from the list shared with the committee by this organization.
We kindly request the Secretariat to investigate these cases for potential or any abuse and report back by next session.
Second, regarding Radig, we take note of the response dated 26 May 2026, stating that to the best of their knowledge, no discrepancies exist.
However, we have found discrepancies with public records.
We will share later the names of individuals who represented Rad DG, but are not on the shared with us and we similarly ask the Secretariat to investigate these answers and report back to the committee by the next session.
Third, regarding OCA pros, we know that the response is still missing and we reiterate the same questions from February.
We'll leave it to the committee to decide how to handle instances like this one where no feedback is provided.
While missing quadrinal reports or lack of response during the application phase lead to clear procedural consequences, the way forward on a lack of reaction under Agenda item seven needs to be clarified.
We believe that these serious procedural gaps must be addressed in the context of discussions on working methods.
Mr.
Chair, to conclude, I would like to recall that Algeia has sat on this committee, a technical body for four years during this ongoing term.
And this 2026 session marks the very first time we have utilized Agenda item seven.
We have done so because we possess reasonable grounds and evidence of abuses of consultative status and violations of EcoSOC resolution 1996 slash 21.
To be clear, the vast majority of NGOs with consultative status fully respect their obligations, and we do commend their efforts and contributions to the work of the UN.
To preserve their legitimacy and added value, this committee must fully exercise its due diligence and oversight mandate, keeping Ekso resolution 1996 slash 21 as our sole compass.
I thank you.
I thank the distinguished representative of Algeria.
Does any other delegation wish to take the floor at this stage? I see none.
Can I assume that the action proposed by Algeria is to forward some questions to CRC? For comments about the other NGOs, I take note of these and the questions will be forwarded to the organization called CRC will be transmitted to the NGO and the committee will be informed when the answer is received.
I Algeria, you helpful.
Yes.
Thank you, Chair.
I didn't want to interrupt, but just to clarify, indeed, there were some questions to CRC and also some additional information to be shared with the committee members and Secretariat to look at those names that are absent from the list provided by CRC and Radig in their official list provided to the UN Secretariat to the 2022, 2025 period.
Thank you.
Thank you.
The committee has thus concluded its consideration of agenda item seven.
I now invite the committee to resume its consideration of agenda item six C, other related matters.
I draw the attention of the committee to the list of NGOs requesting to be heard by the Economic and Social Council in accordance with ECSE resolution 1996 slash 21, paragraph 32 A and Rule 84 of the council's rules of Procedures.
The list is contained in document E slash two slash 2026 slash CRP dot 21.
Circulate to delegations on 26th of May.
May I take it that the committee recommends that the council hear these organizations? I hear no objections.
It is so decided.
The committee has thus concluded its consideration of agenda item three.
I now invite the committee to begin consideration of Agenda Item nine entitled Provisional Agenda and Documentation of the 2026 session for which it has before it document slash dot slash 2026 slash L dot one.
The document was circulated to delegations last week.
I also wish to inform the committee that the proposed dates for the 2027 session are 2018-2022, 27-29 January and 12th February for the regular session and 17-2021, 26 and 27th of May and seven June for the resumed session.
I have been informed that in keeping with the past practice and given the financial entitlements of the IG committee, four meetings of the 2027 regular and resume session will be half day meetings.
Are there any comments? I see India, you have the floor.
Thank you, Mr.
Chair.
Is it possible that you can repeat the dates once again? Thank you.
Of course.
It will be for the 2027 regular session.
It will be 2018-22 January and 27-29 January and for a final day on 12th of February.
And for the resume session, it will be 17-20 1st of May and from 26th and 27th of May and the final day for 7th of June.
I guess it is clear now.
I see United States, you have the floor.
Can you please repeat the days where there's only one session as well? Thank you.
For the regular session, 2027, it will be 12th of February and for the resume session, it will be 7th of June.
Yeah.
May I take it that the committee wishes to approve the dates 18-20 2nd of January and from 27th to 29th of January and 12th of February and 17-20 first and 26th and 27th of May and 7th of June for the regular and resume session respectively.
I see Israel, you have the floor.
Thank you, Chair.
I would like to ask that for the 27th of January, if there is a session that day, if it's not a full session, that the meeting will be in the afternoon in the PM part of the day.
Since during the morning on the 27th of January, there will be the International Holocaust Remembrance Day commemoration and it coincides, which makes it difficult to participate in both.
And from the respect to the 27th of January, we ask that if there is only one meeting on that day, it'll be in the PM meeting.
Thank you.
I've been informed that it will be for a full day on 27 27th of January.
Yes, you have the floor.
Thank you, Chair.
Just to put on record that and hopefully we will not be in the same position next year and that there will be no financial constraints next year, but if there are, and if there will be a consideration of eliminating meetings, that it would be considered to give up on the morning of the 27th of January.
And if I can ask the chair once again to read out the entire dates of the sessions for 2027, that would be much appreciated.
Thank you.
So for the delay.
I've been informed that there will be an opportunity to later finalize these dates.
As for now, this is the proposed dates, but a After the Echoc session, there will be an opportunity for now.
I will repeat the dates proposed for 2027 session.
For the regular session, we will have 18-22 January and 27 to 29th of January and for a final day for 12th of February.
For the resumed session in May and June, we have 17th to 21st of May and 26th and 27th of May, as well as 7th of June.
I I assume it is clear now.
Thank you.
May I take it that the provisional agenda for the 2027 session of the committee is contained in document in E slash two slash 2026 and slash L one is approved.
I hear no objection.
It is so decided I We have now come to the last item on our agenda item today entitled adoption of the Report of the Committee.
