Excellencies, distinguished colleagues, I hereby declare open the 15th meeting of the 52nd session of the working group of the Universal Periodic Review.
This afternoon, the working group will adopt the recommendation section of the draft reports on the UPR of Namibia, Niger, Mozambique, Estonia, Paraguay, Belgium, Denmark, Palau, Somalia, Seychelles, Solomon Islands, Latvia, Sierra Leone, and Singapore.
Before we begin, I would like to recall that as per the practice established in 2015, the entire reports of all 14 countries reviewed in the current session, including the summary section will be circulated by email, which for this session will take place on 22nd May.
2026.
All delegations will then have the possibility to make changes related to their own statements in the summary section of the report by transmitting their proposed change to the Troika and the Secretariat no later than 29 May 2026 at the usual address which is shown now on the screen.
As per usual practice, all states under review should indicate in due time a clear position on all the outstanding recommendation and at the latest at the 63rd session of the Human Rights Council.
We will now proceed with the adoption of the recommendation section of the draft report on the UPR of Namibia.
The Troika of this report consists of the representatives of Bulgaria, Egypt, and Italy.
And I give the floor to His Excellency, Ambassador Alaa Hegazy, the permanent representative of the Arab Republic of Egypt, to the UN Office in Geneva, who on behalf of the Troika will introduce the recommendation section of the draft report on the UPR of Namibia.

On behalf of the Troika composed of Bulgaria, Italy, and Egypt, it is a great honor and privilege to present to this working group for adoption, the draft report of the working group on the Universal periodic review of Namibia, distributed under the reference a slash HRC slash 63 slash four.
The Troika recalls that leading up to the review, which was held on the 4th of May 2026, advanced questions from ten delegations were transmitted to Namibia for consideration.
During the review, 111 delegations delivered statements and made recommendations, resulting in Namibia receiving 289 recommendations.
The delegation of Namibia has communicated to the Troika that Namibia would provide the responses to all of the recommendations received in due time, but no later than the 63rd session of the Human Rights Council.
The Troika takes this opportunity to convey its sincere thanks to the delegation of Namibia, headed by the Minister of Justice and Labor Relations, His Excellency, Mr.
Philemon Wise Emmanuel, and to all participating delegations for their constructive engagement in the review and in the preparation of the draft report.
The Troika also conveys its thanks to the Secretariat for its advice and support.
The Troika accordingly submits the draft report to the working group for adoption.

President, in closing, On behalf of the government of the Republic of Namibia, I wish to express our sincere appreciation to all delegation for their constructive engagement, thoughtful questions, and verbal recommendation.
We also extend our gratitude to the members of the Troika, Bugalia, Egypt, and Italy, as well as the Secretariat of the Universal Periodic Review working group for their diligent support and professionalism throughout this process.
This engagement has provided Namibia with an important opportunity to reaffirm and strengthen its commitment to the promotion and protections of human rights.
We are encouraged by the recognitions of the progress made or we have made while also appreciating the candid and constructive observation regarding areas requiring further improvements.
During this session, we have endeavored to respond transparently, honestly, and comprehensively to the key issues raised by delegations.
We now look forward to the working group report and to continued engagement within the spirit of cooperations and mutual respect that underpin the universal periodic review process.
The dialogue has been critical, yet meaningful and variable.
It has enabled us to reflect not only on our achievements, but also on the challenges that remain in ensuring the full enjoyment of human rights by all persons in the media.
Accordingly, our commitment is not merely institutional or procedural.
It is rooted in our responsibility to improve their lived realities, dignity, equality, and opportunity of every person in our country.
In this regard, Mr.
President, Namibia reiterates its unwavering commitment to the universal periodic review process and to the continued advancement of human rights at the national, regional and international levels.
Following this session, the inter ministerial Committee on Human Rights and humanitarian law at the national level will continue to engage government institution and relevant stakeholders in promoting awareness, ownership, and the implementations of the outcome of the Namibia fourth cycle UPR in accordance with our constitutional order.
In conclusion, Namibia reaffirms its commitments to fulfilling its obligations under international human rights instruments and to pursuing progressive, inclusive and people stand measures that advance Justice, human dignity, and sustainable development for all.

President, So for me to present on behalf of the government of Cuba, Kenya and the Kingdom of the Netherlands, the draft report of the working group of the Universal Periodic for Niger distributed under the reference Stroke HRC Stroke 63 Stroke five.
During the interactive dialogue as review which took place on the 4th of May, 97 delegations made statements.
Eight sent questions in advance.
Individually and four made joint presentations.
As a result, Niger received 265 recommendations.
The Troika would like to express its thanks to the delegation of Niger, Aliodwd, which was at the head of the delegation, Minister of Justice and Human Rights.

First and foremost, my delegation on behalf of the highest authorities of my country, the Niger, which to express its profound gratitude to Human Rights Council and the working group for the quality of the interactive dialogue conducted within the fourth review cycle of the UPR.
My delegation sincerely thanks all member states of the council which took part in the interactive dialogue and formulated recommendations which are pertinent and constructive ones.
My delegation renews as well.
It's sincere thanks to the Troika, Cuba, the kingdom of the Netherlands, and Kenya, and the secretary to the Council, as well as all the delegations who have contributed to the success of this exercise.
President, my country reasserts its commitment, which is a steadfast one to the promotion and protection of human rights, despite the security context, the humanitarian socioeconomic context as well, which is particularly difficult.

Pertinent contributions received throughout all of this exercise, and they encourage us and provide important support to us as we pursue our efforts to bolster the rule of law, justice, and good governance, and the protection of fundamental rights for our population throughout all of our territory.
Ladies and gentlemen, We're faithful to the spirit of cooperation we have with international human rights mechanisms, and so the government of the jia will examine with the greatest attention those recommendations formulated during this exercise, taking account of national realities, in particular, security challenges, development priorities, and cultural social constraints.
I renew once again the commitment and show you once again, the determination of my country to pursue the reforms we have started in particular in following areas, promotion of the rights of women and children, access to education and health care, strengthening the judicial system, combating gender based violence, and the protection of vulnerable persons, as well as combating terrorism in the strict respect of human rights.
President, Nijer remains convinced that the UPR is an essential dialogue mechanism for cooperation and to share experience between states.
My country shall continue to work in a constructive manner with the Human Rights Council, with international partners, and the competent mechanisms to ensure implementation in a progressive way of those recommendations accepted.

During the interactive dialogue with the state under review held on the 5th of May this year, 109 delegations made statements and 12 states submitted advanced questions.
As a result of the review, Mozambique received 292 recommendations, and we're delighted that Mozambique shall consider all recommendations and submit a response in due time at the latest at the next session of the Human Rights Council.
We wish to thank the delegation of Mozambique headed by the Ministry of Justice and Constitutional Affairs and religious affairs.

We have reached the adoption of the report of Mozambique and we consider this to be an important stage which strengthens our commitment to continue working for the promotion and protection of human rights.
We will carefully study the recommendations, suggestions, and questions made during this exercise.
We are conscious that the adoption of this important document will open a new stage dedicated to the evaluation and implementation of the recommendations made during this 52nd session of the working group on the universal periodic review.
To the president, the Secretariat of the working group, the member states of the Troika, Burundi, Chile, and Japan.
And all delegations that have contributed to this session, we wish to express our thanks and our gratitude for the professionalism of constructive spirit and the cooperation shown throughout this process.
We wish very warmly to thank the 114 states on the speaker's list for the Universal periodic review of Mozambique.
And the 109 states in particular who on fifth May this year participated in the interactive dialogue, providing us with words of encouragement and recommendations.
Mozambique expresses its appreciation for the 292 recommendations made and recognizes the great value of this forum, which is dedicated to dialogue and sharing of experience in human rights.
I should also emphasize that we will be presenting our position on the recommendations in timely fashion.
There will be consultations and assessments carried out in the inter ministerial Committee on human rights and International Humanitarian Law for that purpose, and that will allow us to define our country's position on the recommendations accepted and those to be noted, which will be communicated in timely fashion to the Secretariat of the working group on the UPR president.
This was an opportunity to evaluate the progress of Mozambique in promoting and protecting human rights since the adoption of the report from the previous cycle, which was in May 2021, with the report adopted in December 2021.
Despite our internal challenges including terrorism and unrest in Kabul Delgado and extreme climate events, we have made considerable progress including on strengthening the legal and institutional framework for the promotion of human rights, ratification of relevant instruments with a focus on African protocols on the rights of persons with disabilities and older persons, as well as conventions on labor education and cybersecurity, the creation of the Inter ministerial Commission for Human Rights and International Humanitarian Law.
And the adoption of relevant legislation on social inclusion, justice, health, decentralization, access to public services, strengthening the rule of law, and protecting fundamental freedoms.
Mozambique also remains committed to the implementation of reforms to strengthen access to justice, promote gender equality, promote the rights of the child, to combat gender based violence, to improve socioeconomic conditions for our population, and to strengthen democratic institutions and national human rights mechanisms.
Excellencies, Mozambique will remain open to constructive dialogue with international human rights mechanisms.
And all states committed to the promotion and protection of human rights, as well as building a society based on human dignity, social justice, and sustainable peace.
In achieving this, we reiterate the pressing need for international cooperation As we stated on fifth May, human rights by their very nature cannot and must not be dealt with without international cooperation.
Before I conclude, I reiterate my country's commitment to the United Nations Charter, the Universal Declaration of Human Rights, Human Rights instruments to which it is party, and the voluntary commitments undertaken, as well as international humanitarian law.
It is an honor for us to support the report drawn up during the universal periodic review of Mozambique.

I am honored to represent the Estonian delegation at the adoption of the draft report of the Fourth Cycle of Estonian Universal Periodic Review held last week.
I would like to begin by thanking all states that participated in Estonia's review for their constructive approach and valuable recommendations.
We are sincerely grateful for the thoughtful and positive feedback received from participating countries regarding Estonia's commitment to protecting and promoting human rights at home and abroad.
As affirmed by the Secretary-General Yona Taseo during the UPR review, no country is ever perfect and the advancement of human rights is a continuous process.
We fully recognize that this requires constant improvement, openness to scrutiny, and close cooperation with our partners.
Estonia therefore remains fully committed to the universal periodic review process.
The 273 recommendations that we received covered a wide range of human rights issues while also demonstrating a significant degree of convergence.
We will now undertake comprehensive consultations with all stakeholders to ensure that each recommendation is given full and careful consideration.
Estonia will respond in a timely manner with the aim of accepting a substantial number of the recommendations.
To conclude, I would like to thank the members of our Troika, CecA, the Democratic Republic of the Congo and India for their work and assistance during this process.

Thank you, President, Distinguished delegates.
At the outset, I wish warmly to thank the members of the Troika for the fourth UPR of Paraguay.
Namely Ecuador, Slovenia, and Kuwait.
We recognize the professionalism and commitment of each of their representatives, and in particular, we wish to thank the Deputy Permanent Representative of Ecuador Walter Schulz, who kindly agreed to represent the Troika during the adoption of the report.
We also thank the Secretariat, whose team supported us throughout the process and the interpreters and translators whose work is crucial and where it is silent, it is not less outstanding.
We also wish to thank the 85 states who participated in the fourth year PR of Paraguay, particularly those who sent questions in advance.
Those contributions enriched the dialogue and kept the focus on the questions raised.
Maintaining the spirit of interaction that characterizes the EPR, President, the Republic of Paraguay participates in every cycle of the EPR with a sense of responsibility and conviction.
We are aware that this universal mechanism is a valuable opportunity to strengthen the promotion and protection of human rights.
In that respect, we renew our commitment to the follow up of the recommendations through the Sori plus platform and with the presentation of a midterm report.
We welcome the 267 recommendations received and firmly commit to analyzing them in prompt fashion, responsibly and transparently in order to inform our position during the 63rd period of sessions of the Human Rights Council.
These recommendations are a valuable source of guidance and impetus for state action.
They make it possible for us constructively to point to the challenges that require priority attention and more clearly to identify the goals that need more work.
At the same time, we hope that many of these recommendations can be progressively reflected in public policies, programs and initiatives designed for the promotion and effective protection of human rights in Paraguay.

It is a great honor and privilege to present on behalf of the Troika composed of Estonia, Ethiopia, and Iraq, the draft EPR Working Group Report of Belgium distributed under a slash HRC slash 63 slash nine.
During the interactive dialogue with the state under review held on 6th of May this year, 119 delegations delivered their statements.
12 states sent advanced questions.
As a result of the review, Belgium received a total of 300 recommendations.
Troika would like to thank the delegation of Belgium, led by His Excellency, Mr.
Maxim Prevo, Deputy Prime Minister and Minister of Foreign Affairs, European Affairs, and Development Cooperation.

On behalf of Belgium, I thank the many states that contributed through constructive recommendations to our fourth cycle of the EPR held on the 6th of May.
I also wish to thank the Secretariat of the EPR for its commitment and valuable assistance throughout the process and the Troika made up of Estonia, Iraq, and Ethiopia for their time and the work that went into preparing the report presented today.
Given the high number of recommendations received, 300 and in line with the practice of many states within the EPR, were not able to reply to each of the recommendations now.
At this stage, we have accepted 165 recommendations with 31 noted regarding the 104 recommendations outstanding.
Our position will be presented in an addendum within the next month with explanations regarding the reason where certain recommendations are not accepted.
The recommendations accepted at the previous cycle guided our efforts throughout recent years in further strengthening the promotion and protection of human rights in Belgium.
Generally, we welcome the broad recognition of Belgium's unflagging support of human rights within our territory and beyond.
We welcome the attention given to our review and the many recommendations made.
During the next month, we will carefully examine the recommendations.
This will be done by the representatives of numerous ministries and other services.
Taking into account the part of view of partners, be they public or private, non governmental.
We thank civil society in Geneva, in Belgium, and elsewhere who were active throughout this process.
The dialogue with them is ongoing and will continue beyond this exercise.
We are proud to participate in the PR, which represents the lengthy tradition of human respect for human rights throughout the world shared by us all.
We seek to promote these rights and accountability for those who violate human rights.
We thank the working group on the EPR for its unflagging efforts to make this mechanism a solid and truly universal process for all states.
We are happy to continue contributing to it in the future.

During the interactive dialogue with the state under review held on May 2026, 98 delegations delivered their statements.
Seven countries sent advanced questions individually and two made joint submissions.
As a result of the interactive dialogue, Denmark received 265 recommendations.
The Troika would like to thank the delegation of Denmark led by miss Christiana Eglund, acting Minister of Higher Education and Science, as well as other delegations for their constructive and active engagement in the process and the preparation of this report.
We are pleased to share that all 265 recommendations will be examined and the response provided no later than the 63rd session of the Human Rights Council.

I have the honor of delivering this statement on behalf of the Kingdom of Denmark at today's adoption of our preliminary report.
I would like to extend our sincere gratitude to the Bureau, members of the working group, and members of the Secretariat for their guidance throughout this process.
Particular thanks go to our Troika Namely Brazil, South Africa, as well as the Marshall Islands as rapporteur for dedicating your time, flexibility, and efforts to finalizing the preliminary report.
As mentioned by the acting Danish Minister of Higher Education and Science during her opening of our review on Thursday, our national report was based on countrywide engagement with the general public, as well as close engagement with the Danish Institute for Human Rights and civil society organizations.
Allow me to also extend our gratitude to them for their constructive engagement throughout this process.
The Kingdom of Denmark greatly appreciates the interest shown in the human rights situation across the kingdom, which was demonstrated by the 98 states that engaged in our review.
The interactive dialogue raised several questions and 265 recommendations covering a wide range of human rights issues.
We acknowledge the constructive engagement of other states and we thank them for their participation.
Recommendations deserve and will be given careful consideration by the governments of Denmark, Greenland, and the Faroe Islands.
We have therefore decided to postpone our final position on all recommendations received and we will provide positions and explanations ahead of the September session of the council.
Following internal consultations, we will set out a plan for implementation of the accepted recommendations in close consultation with national stakeholders.
We will in due time submit a midterm review report accounting for progress made as we have also done in previous UPR cycles.

As a result, Palau was addressed with 185 recommendations.

President, the Republic of Palau expresses its sincere appreciation to all member states for the participation and constructive engagement during the interactive dialogue of our fourth cycle Universal periodic review.
We also wish to extend our deep gratitude to the members of the Troika, Gambia, Qatar, and the United Kingdom.
And to the Secretariat for their professionalism and exceptional support in facilitating this review and the preparation of the outcome report.
Our appreciation also goes to the OHCHR, Pacific Regional Office for the vital guidance and support received throughout the cycle.
We value the contributions of the 59 member states that took part in our review, and we welcome the recommendations provided.
Palau reaffirms its view that the Universal periodic review is a vital mechanism for peer review, accountability, and transparency.
Our participation reflects a proactive commitment to fulfilling our international human rights obligations, guided by the principle of Act Al Beau, Palawan people first, which places the dignity and well being of every person at the heart of our national development.
As a small island developing state, we recognize that our path forward is often narrowed by limited institutional and financial resources.
We face unique challenges shaped by geographic isolation, geopolitical impacts in our economy, and the growing impact of an immediate reality that we alone cannot control climate change.
For Palau, climate change is not a distant policy debate.
It is a human rights emergency.
It threatens our cultural heritage, our food security, and our very right to a future in our ancestral home.
One major reality of impacts of climate change is the relocation of our Belau National Hospital from its current coastal location to a higher elevation area.
This is to ensure that lifesaving health services are easily accessible and not disrupted.
Despite these challenges, we have achieved significant progress.
We have strengthened our criminal justice framework through the Anti Human Smuggling and Human Trafficking Act and extended minimum wage protections to nearly all sectors of our workforce.
We have strengthened institutional support for persons with disabilities and adopted the first national policy on care for the aging in the Pacific.
And this is to ensure that our elders continue to live in dignity.
Furthermore, we are progressively working towards the ratification of the Convention Against Torture and the re establishment of the Office of Ombudsman to strengthen domestic accountability.
Paw will undertake a comprehensive and extensive internal review of all the recommendations received during this CO to ensure our final positions are carefully and strategically aligned with our national capacities, strategic goals, priorities, and the specific context of our island nation.
And we will provide our formal responses in writing to the Human Rights Council in due course.
This approach is intended to facilitate inclusive national consultations and a whole of society dialogue, allowing us to make informed decisions that truly reflect the needs of the Palau people.
In closing, Mr.
President, we reiterate our commitment to continued cooperation with international, regional, and bilateral partners in advancing human rights for all Aan Sulang and thank you, Mr.

Our interactive process brings accountability, transparency, and credibility to our 20-year-old UPR process.
It continues to encourage us to keep freeing our people from want, from fear, and to live in dignity.

On behalf of the Troika, composed of the Republic of Korea, Spain, and my country, Ghana, it is a great honor and privilege to present to this working group for adoption the draft report of the working group on the Universal periodic review of Cereleum distributed under the reference A HRC slash 63 slash 16.
The Troika recalls that leading up to the review, which was held on 12 May 2026, advanced questions from nine delegations were transmitted to Sierra Leone through the Troika for consideration.
During the review, 119 delegations delivered statements and made recommendations, resulting in Sierra Leone receiving 310 recommendations.
The delegation of Sierra Leone has communicated to the Troika that Sierra Leone would provide responses to all the recommendations received in due time, but no later than the 63rd session of the Human Rights Council.
The Troika takes this opportunity to convey its sincere thanks to the delegation of Sierra Leone, headed by the Attorney General and Minister of Justice, His Excellency, Mr.

The government of COA will now undertake a thorough and inclusive examinations of all recommendations received in consultation with relevant line ministries, the Human Rights Commission of COLA, the relevant committee of Parliament, civil society, traditional institutions, and other national stakeholders.
Given the breadth and in some cases, the complexity of the 310 recommendations received, the government of COLAs in a further domestic deliberation is necessary to ensure that our final positions are both responsible and implementable.
These deliberations must be grounded in our national implementation frameworks and policy processes accordingly, CLM wishes to formally notify the working group of its decision to defer the communications its final position on all recommendations received, including those it supports and those it notes until the 62 section of the human rights Council.
CLM will provide its final detailed positions in writing to the EPR Secretariat no later than the 31st of August 2026.
We will provide updates on the domestic review process as appropriate, and we remain fully committed to constructive engagement with all with the Secretariat and the Human Rights Council.

On behalf of the Troika composed of Albania, Benine, and my country, Indonesia, I have the honor to present the draft report of the UPR working group on Singapore circulated under reference slash HRC slash 63 slash 17.
During the interactive dialogue held on May 2026, 142 delegation delivered statements and 11 submitted advance questions.
As a result of the dialogue, Singapore received 342 recommendations.
The Troika wishes to thank the delegation of Singapore, led by Her Excellency, Mr.
Rahauazam, Minister of State for Health and Minister of State for Digital Development and Information, as well as other delegations for their constructive engagement throughout the process and the preparation of this report.
We are pleased to share that all recommendation will be examined by Singapore, which will provide its responses in due course, but no later than the 63rd session of the Human Rights Council.
The Troika also expresses its appreciation to the Secretariat for its active support throughout the process.
With this in mind, the Troika submits this report to the working group for adoption.

Excellencies, distinguished guests, I'm pleased to be here today for the adoption of the recommendations of the working group of Sare's fourth UPR.
Singapore is honored by the overwhelming response and encouragement we received at our UPR.
We thank the 142 member states for participating in our review and for their constructive feedback, quality engagement, and collegial spirit.
These recommendations provide a useful avenue to reflect upon and further strengthen the promotion and protection of human rights in Singapore.
The pursuit of human rights is a work in progress for all countries.
We are humbled by the general recognition of the progress that we have made so far.
Each of the recommendations received will be carefully studied by the inter ministerial Committee on Human Rights, which is our national mechanism for the implementation, reporting, and follow up in consultation with relevant stakeholders.
We will present our position on the recommendations in an addendum before the 63rd session of the Human Rights Council later this year.
Mr.
President, our experience this week has reinforced the importance of the UPR within the UN Human Rights framework.
This unique peer review is one that we will continue to support and uphold.
We would like to express our deep appreciation to the work put in by the UPR Secretariat, especially our rapporteur, Mr.
Mohamed, as well as our Troika comprising of Indonesia, Albania, and Benin.
All of them have worked tirelessly and professionally throughout this process.
I particularly commend their efforts to draft and finalize Singapore's UPR working group report over a Geneva public holiday yesterday.

President, in closing, please allow me to reiterate Singapore's resolute commitment to promoting and protecting the rights and well being of our people.

With today's adoption of the draft reports, we have completed the review of the 14 states considered during the 52nd session of the working group.
All final documents corresponding to the reports adopted at this session will be considered at the 63rd session of the Human Rights Council in the September, October 2026 session.
I wish to recall that only what was stated by delegation during the reviews within the alloted speaking time will be reflected in the report of the working group.
In this regard, I would like to thank all delegations for having clearly identified their recommendations as this greatly facilitated the work of the Troikas and the Secretariat.
I would like to emphasize that as observed before, this session of the working group continued to benefit from the active participation of the states under review with high level delegations often representing different government departments and bodies.
In total, the 14 delegations reviewed during this session comprised of 183 members.
11 delegations were led by ministers, and the other three by other high level officials.
This participation, including the sustained interest from civil society and the media, is indicative of the continued relevance and resonance of this peer review mechanism for the promotion and protection of human rights globally.
Let me recall that seven states under review, including from Mozambique, De Niger, Palau, Sechl, Sierra Le, and Solomon Islands, and Somalia, were supported through the voluntary fund for participation in the UPR to participate in this session.
This fund, as well as the voluntary fund for financial and technical assistance for the implementation of the UPR, provide essential support to states contributing to a more informed participation in the UPR and to capacity building at the national level.
Aligned with resolution 51 slash 30, I encourage all states to consider contributing to these funds.
Before closing the meeting, I would like to extend once again my sincere appreciation to the government of Singapore for its support in funding the live broadcasting of the 52nd session of the working group on UPR.
I would also like to thank all those who have helped and contributed to the smooth running of this UPR session.
I would like to extend my special thanks to the UPR Secretariat, as well as the interpreters, conference services staff, technicians, and security officers, and all the interns who contributed to this session.
