In part three of the application submitted, unusually the costs of administration have been included under other expenditure rather than under the administrative costs section.
They are in there, but they're not in the usual spot.
I think the question that we have now having reviewed the application again is why the administrative costs are nearly 47% of the organization's total expenditure, which is well over the standard EcoSc threshold.

Maybe the NGO didn't clarify that there is 0% administration and 100% on miscellaneous expenses.
So we want breakdown of the expenditure.
Maybe there is some expenditure on administration.
So if the NGO can provide the breakdown of this expenditure, so we can calculate what is the percentage of expenditure on miscellaneous expense and what is the percentage of expenditure on administration.
So we can then calculate and clarify that what is the percentage of expenditure, that is incurred on the projects and what is on administration.
So then we can go ahead.
So we would request the NGO to provide the breakdown of all the miscellaneous expenditure on the projects and administration.

Last evening, I also received a message indicating that my query to this NGO called as Amman Welfare Society, there may have been a slight incoherence or a inconsistency in the question.
I went back, I revisited the issue, and my query basically to the NGO was that they as per their financial statement, which is available on the payroll system, which I have accessed and then I base my question on that.
The financial statement says that over 65% of their income was spent on salaries.
To be precise, it is 65.74%, which we call it over 65%.
With that kind of an expenditure going to salaries and the other 35 odd percentage is going towards miscellaneous items such as paying the utility bills and then printing of stationary, which is all needed for the running of organization.
There is no doubt about that.
But then with this kind of a thing and particularly when the N mentioned that there is a zero administrative expense, uh the committee felt that there is a discrepancy in the reporting.
Either the NGO is not seeing paying salaries as administrative expense or they are not seeing the paying of utility bills as administrative expense, something may have happened that way.
From that perspective, the committee would want to understand if this much of these percentages of money is being spent on salaries and paying of rent, electricity, and all those things, then how would the NGO apportion their revenues, their incomes towards their core objective of assisting the society, implementing the projects, et cetera.
The committee would simply want to understand from the NGO how they plan to implement the projects.
That is a query.
If there is any incoherence, my delegate is willing to revisit the issue.

This newborn state is they give birth, they are born out by themselves.
It's a new Island state by the name of United States of Kirsa.
This particular organization, the NGO, by the name of Nan Tiana Patam of Oklahoma City Inc, they seem to have a fiduciary relationship with the mother country.
Now, when there is a self proclaimed sovereign state, they give themselves a name, they give themselves a charter, some constitution and all that, but not recognized by the United Nations as such.
In a situation where the NGO claims to be a part of a newborn state and works for that sovereign state, the so called sovereign state.
In a situation like that, the committee would want to understand why the application should be considered at all because we are dealing with a non governmental organizations, not a governmental organizations themselves.

So if the NGO is in connection with any state that is not defined within the purposes and principles of the United Nations, then the committee can raise a question that why it is having a connection with a state that is not defined within the definition of the United Nations.
