(7th Meeting) Committee of the Whole - UNCCD COP17

Colleagues, distinguished delegates, please have a seat.
We shall start right now.
Excellencies, disandwiched delegates, I call now to order the 70th and the last meeting of the committee of the Hall of the Conference of Parties to United Nations Convention to combat certification in its 70th session.
The Sandwich delegates, the committee will now proceed to take action on the remaining draft proposal before it.
Allow me at this stage to explain how I propose to proceed.
I will first invite the committee to consider all the proposals before it's organized by agenda item.
After we have considered all draft proposals, I will open the floor for statements by delegations, including by regional and interests group.
May I take that the committee agrees with the arrangement that I've just outlined.
I hear no objection.
It's so decided.
I now invite the committee to resume its consideration of agenda item two D entitled Review of Progress in implementation of the United Nations Convention to Budget Certification communication Plan.
It's my understanding that the outcome from the consideration of this item has been included in the draft decision on program and budgets.
The committee has thus concluded its considerations of Item two D and item two as a whole.
The sandwich delegates, I now invite the committee to resume its considerations of Item five entitled policy frameworks and thematic issues in order to take action on three draft decisions.
Migration regarding the issue of migration.
It's my understanding that the issue will be included in the program of work of the conference for its 18 session.

Draft decision, ICCD slash cop 17 slash L 18 is entitled Follow up on policy frameworks and thematic issues en tenure.
My ticket that the committee wishes to recommend that the draft decision contained in documents ICCD slash cop 17 slash L 18 to the conference of the parties for its adoption I hear no objection.

Arrange lands and pastoralits.
Draft decision, ICCD slash cop 17 slash E 19 is entitled Arnges and Pastoralits.
May I take it that the committee wishes to recommend the draft decision to the Conference of Parties for its adoption? I hear no objection.

The committee has thus concluded its consideration of agenda item five.

Otherwise, we are in the same agenda items.
So for this regarding sand and dust storms, draft decision ICCD slash cop 17 slash A 20 is entitled Followup on policy frameworks, and thematic Issues, and and dust storms.
My ticket committee wishes to recommend the draft decision for the conference of the parties for its adoption.

Distinguished delegates, I now invite the committee to resume its consideration of Item seven entitled Program and budget for the beginning 2027 2028, in order to take action on a draft decision with the same title contained in document ICCD slash cop 17 slash L 17.
May I ticket committee wish to recommend this draft decision to the Conference of Parties for its adoption I hear no objection.
It's so decided.
The committee has thus concluded its consideration of item seven.
I now invite the committee to resume its consideration of Item E B entitled participation and involvement of the private sector in meetings and processes of United Nations Convention to combat ratification and the Business engagement strategy in order to take action on two draft decisions.
The first draft decision is entitled Report from Business for Land Forum and contained in documents ICCD slash Cop 17 slash L 14.
May I take it that the committee wishes to recommend the draft decision contained in document ICCD slash cop 17 slash L 14 to the confidence of parties for its adoption.
I hear no objection.
It's so decided.
The committee has thus concluded The second draft decision entitled participation and involvement of the private sector in meeting and processes of United Nations Convention to Comerification will be issued as annual documents.
My a ticket that the committee wishes to agree to recommend a draft decision to confidence of parties for its adoption I hear no objection.
It's so decided.
The committee has thus concluded its consideration of agenda item eight B.
I now invite the committee to resume its consideration for item eight C, program of work for the 18 session of the conference of the parties in order to take action on one draft decision.
The draft decision is entitled Program of Work for 18 session of the Conference of the Parties and contained in document ICCDssh cop 17 slash L 21.
My ticket that the committee wishes to recommend this draft decision to the Conference of Parties for its adoption.
I hear no objection.

The committee has thus concluded its consideration of agenda item B and C, and item eight as a whole.
The Sandwich delegates.
With that, the committee has concluded its consideration of all the items allocated by the conference of parties for discussion and finalization.
I will present a second report to committee of the hall to conference shortly for its consideration and action.

I would like to take this opportunity to thank all delegation and the facilitators of contact groups, contact G one, Mr.
Bukhara Heron of Murtiz and contact group two, miss Marin Colion of France for their support to the work of the committee.

For their support to the work of the committee and also for their constructive engagement and flexibility of all in contribution to the success of the work of the committee.
I would like also to thank the Secretariat for its assistance.
So since I have the floor, I have some words to say at the end of the meeting of the committee of the hall.
I would like to take this opportunity to express my sincere gratitude to the government and the people of Mongolia for the am hospitality, as well as for the commendable efforts made to ensure the successful organization of these important events.
My appreciation also goes to the co presidency for its leadership and its decisive role in bringing position closer together and building consensus among parties.
I would also like to acknowledge the interpreters without those invaluable support, it would not be having possible for us to communicate and to understand each other.
My thanks also go to technical staff and team security personnel and to everyone who contributed to success of these events.
All of these demonstrates how much we need to work together in a spirit of collaboration in order to address the challenges facing our ecosystems and populations.
