Why is it important for Latin America and the Caribbean, for a national from our region to take this position? The answer is simple.
It is our turn and we have largely upheld this rotation.

And I'm pleased that I received the nomination of my president and my government and also the endorsement of Caricom in this regard.
Latin America and the Caribbean faces a number of challenges that require global decisions to address them.
These include the threats to peace and security, including transnational organized crime, climate change, many of the frontline countries facing the difficult impacts of climate change in our region.
And this is why we have to ensure that multilateralism works because it is multilateralism that will enable us all to address these global challenges.
As Secretary-General, this is what I will do work to strengthen multilateralism, to bridge divides, and to ensure that the United Nations has the confidence the world wants to see.

You're correct that countries of Latin America and the Caribbean have been very strong advocates for a more representative, for a more effective and rules based multilateral system with the United Nations at its core.
But this is not just a call from our region.
In fact, this is a call we hear from all of the regions of the world and across my engagements with member states during this campaign, but even before, There has been clear calls for a Secretary-General who can increase confidence in the United Nations, manage geopolitical divisions, lead credible reforms, and ensure that we have greater impact on the ground.
More specifically, what I've heard is that we need a Secretary-General that would ensure financial prudence and that would increase the use of the peace and security tools so that we have better outcomes when it comes to preventing and resolving conflicts.
I've also heard the calls for fair geographical representation in the UN system and for effective delivery of humanitarian assistance and development that reaches the most vulnerable.
So this is where I would focus the political capital that would be in my hands as if I'm appointed to this post.
Let me say a few words on reform.
Reform in the Secretariat will be under the Secretary-General authority.
I would certainly ensure that we have continuous reform so that the Secretariat is not only effective and efficient, but that it is also closer to member states.
On the bigger reforms, the structural reforms, if this is completed by January when the new Secretary-General takes office, and if that Secretary-General is me, then it would be just a matter of implementation of those reforms.
But it is highly unlikely that that will happen and so I would have the role of providing to member states the information that they need, the objective information that they need so that they will make informed decisions on the structural reform.
This is very important because the United Nations could look very different to what it is now and in making those decisions, the information provided should be very objective.
But reform, as I said, is continuous, and the Secretary-General also has a role of continuously updating member states whether those reforms on the ground, whether they've impacted the populations well, or whether we need to recalibrate.
And this is what I will do to ensure that that information is provided.
I intend to also provide leadership that is practical, that is inclusive, and that is pragmatic, but that is always principled.

Let me make three points on this question.
First, if there is one region that knows the full spectrum of threats to our individual and collective peace and security, it's the Latin American and Caribbean region.
But one thing is clear, we cannot overcome them alone.
Regional and international cooperation are vital.
Second, the UN must adapt its peace and security operations assistance to member states to adequately respond to the challenges we face today.
While there remain a high number of interstate conflicts, internal conflicts are on the rise.
With the use of technology, including social media, AI, drones, and treaty printing of weapons, the picture is becoming increasingly complex.
So how do UN views and respond to international peace and security must cater for these various contexts? Finally, the UN plays an important role in strengthening public institutions through policy guidance, capacity building, technical assistance, and as Secretary-General, I would ensure that the staff and the resources of the UN system are geared to the needs of member states.
That would be an important priority.
But I would also ensure, given the large footprint of the UN on the ground, that I provide to member states relevant information that would form part of the consideration on how the UN responds to the threats to global peace and security.

And let me say that that would involve carefully filtering and analyzing the deluge of information that is now at the fingertips of young people in order for them to advocate what is right.
I would also ensure, finally, that the youth office has a robust communication position with youth so that they can be more engaged in the global discussion.

Indeed, our region of Latin America and the Caribbean is diverse and it's beautiful as it is complex.
Some of us have gained independence over 200 years ago, others, especially in the Caribbean just over 60 years ago.
But the contribution that I would like to underscore for the purposes of this discussion is the region's leadership and tradition of the peaceful resolution of disputes.
Indeed, it is a Latin American Caribbean region that is credited with the first international court in the history of adjudication.
And you would know this, the Central American Court of Justice, even though it was not permanent, it has that distinction.
And we also have the 1948 Pact of Bogota, which required the signatories to that to seek solutions at the regional level using those mechanisms and the International Court of Justice.
Several of our countries have utilized the ICJ, but also regional mechanisms such as Carcom and the OS.
And so, by and large, the region has adhered to the UN charter when it comes to the peaceful resolution of disputes.
And even if some of those disputes continue, we have an understanding that we will not resort to conflict.
Certainly, that's my view.
And so if appointed Secretary-General, I take that with me from my region, and I will utilize all the tools at the disposal of the Secretary-General and to end and to prevent conflicts.
I will speak to those who are the conflict parties, but also those who have influence on them.
And I will also work with regional organizations because we have a number of regional organizations and countries now working on mediation in different parts of the world.
But I will also ensure that human rights is upheld across all the operations of the United Nations because this is extremely important But let me end by saying that in the discussions with member states from across the world, what I've heard is that we must pay equal attention to all three pillars of the United Nations peace and security, development, and human rights.
And I would ensure that this is emphasized should I be appointed Secretary-General, but also catering for the different situations and the different contexts as we apply the tools or as I apply the tools that are available to me.

The great majority of them are in the global South.
As we know, electricity affects connectivity, and so if these people do not receive electricity, they are more than likely the ones that would be left behind in this digital divide.
And then we have the issue of AI data center data centers requiring a large amount of electricity.
And so balance is therefore paramount.
And so what can the Secretary-General do? If I'm appointed Secretary-General, of course, I will continue to advocate for the commitments made under the Paris Agreement to be met and on other agreements as well, including on finance, climate finance, especially for the most vulnerable.
And I will also use my convening power to partner with the international financial institutions.
Even if we make incremental steps, particularly looking at vulnerability, that will have a systemic effect across developing countries.
I think this would be a good thing.
Many of the countries in the world, including in our region, face high indebtedness, but also difficulties in terms of access to concessional financing.
And so this is an urgent priority.
But let me also add that we must recognize that fossil fuels, given where we are with the transition to clean energy, will continue to be used for some time.
It is important for all of us, member states, United Nations agencies and industry to engage meaningfully and to find the right balance to protect both people and planet while achieving our development aspirations and while not stifling creativity and innovation and technology.
But I would also be an advocate for the climate benefits and the development benefits of forests.
This is our Latin American and Caribbean region strength as well, the way how we manage forests.
And so these are some of the things that I believe we must consider as we find that right balance today.

The next Secretary-General will face a plethora of complex challenges.
Currently, the highest number of conflict situations since World War two, geopolitical tensions on the rise in multilateralism under stress, We are falling behind on the SDGs.
The existential climate crisis remains unmitigated.
Human rights and democratic values are threatened in many parts of the globe.
And in this scenario, the promise of the United Nations Charter and the imperative of international law have never been more urgent.
The next Secretary-General will be called upon to ensure that the United Nations remains relevant and integral to the global response to these challenges.
As a region, we can take pride in the calibre of candidates that have been nominated.
We can also be encouraged by the initial indications coming out of the UN Security Council, which point in the direction of a female Secretary-General from Latin America and the Caribbean.
This is in keeping with the advocacy of our community.
Guyana is especially proud to have nominated Ambassador Carn Rodrigues-Birkett, in whom Guyana and Carum have the fullest confidence through her dynamic and distinguished career in public service.

This dialogue provides a valuable opportunity to hear directly from the candidates for the prestigious position of SG of the United Nations about their vision for the future organization, and how they intend to strengthen multilateralism at a time when the international community faces increasingly complex and interconnected challenges, including the climate crisis, the threats to peace and security, food and energy insecurity.
As a region, Latin America and the Caribbean have consistently demonstrated a strong commitment to multilateralism, dialogue, and international cooperation.
At this important juncture, and after 80 years, it is both timely and appropriate for CEC to engage with these exceptional candidates from our region for this high office.
This dialogue also reaffirms the importance of a united regional voice for a more representative, inclusive, transparent, accountable, and effective United Nations that delivers for all member states and the people we serve.
Against this background, I invite candidates to address the following questions.
How do you intend to ensure that the concerns and priorities of the developing countries, including those of Latin America and the Caribbean are adequately reflected in the work of the organization? The second one, adequate financing will be crucial to advance your priorities if elected Secretary-General of the United Nations.
Given the declining financial resources and earmarking, how would you deploy these resources and how would you advocate for increased resources from several sources? In closing, I wish each of you every success in this process, particularly the Carrico Enoras candidates of Ambassador Carm Rodriguez.

And starting with the question from Minister of Brazil on what can we do in terms of the UN and the Security Council working to end and prevent conflicts.
There are some actions that can be taken by the Secretary-General without reference to the Security Council, using the tools such as mediation, the good offices that are available to the Secretary-General.
And I would certainly be using those tools, utilizing also the large footprint the UN has on the ground and be able to act before a conflict actually breaks out because a conflict does not start on a particular day.
There are many things leading up to that, but also on the ongoing conflicts that we have.
As I've said before, we need to have a panoramic view of all of these conflicts and where we can better use the tools that are available at the disposal of the Secretary-General.
And where we may need the Security Council to intervene.
With respect to the Security Council, I've served on the council for the two years prior to this one, and I am intimately aware of the challenges there, but also of the commitment that I see from member states in addressing conflicts.
Some are more geopolitically hot, I would say, but there are others that we can make movements on.
And I would be unafraid to present proposals to the Security Council in how we can move the needle on those conflicts.
A Minister of Guatemala ask about what initiatives can be used to prevent and conflicts.
I would not want to create new initiatives, but certainly reorganization of how you respond, making sure that we have trusted mediators, for example, that we appoint special representatives or envoys that are trusted by the conflict parties, but also the Secretary-General herself intervening, talking to the conflict parties, and those with influence to regional organizations because many of them are working to end conflicts in different parts of the world.
The mention was made, of course, of AI and human rights.
AI is something that I am very much following.
I'm conscious that many of our young people are concerned about their jobs, about what it means for creativity when it comes to them.
And so the issue of a governance mechanism over AI is extremely important.
I've been talking to member states on this.
Certainly, we are not there as yet, but I see that this is something to be advanced, but also capacity building for developing countries who at this point in time, are not even able, in some cases, to participate fully in the discussions on AI, particularly the discussions on governance.
I would be unafraid to try working with the Security Council, as I mentioned, and others, not AI, but on the conflict scenarios.
The question from Panama and what can the Secretary-General do to ensure the organization has space in many of these conflicts.
As I mentioned, there are many mediators and countries who are mediators operating in the space and sometimes the UN might be leading, sometimes the UN might be accompanying But what is important is for the UN to be present.
And I want to be that Secretary-General that is present, that is proactive, that picks up the phone and call.
And so this is what I would do should I be appointed Secretary-General.
As I said, I've served on the Security Council, and I've seen when spaces are created, even when there is fragmentation among members on the council, there is space for the Secretary-General.
Sometimes that's a space created then because of the neutrality being brought by the Secretary-General.
On Colombia, the question from Colombia on preventive diplomacy in the Bt America and the Caribbean region.
I'm also conscious of the peace Agreement in Colombia, and when we sat on the Security Council, I had the privilege to lead the Council's delegation to Colombia.
There are many lessons, good lessons that we could learn from Colombia that can be used in other spaces.
And so the Secretary-General and the Secretariat being a connector as well between countries who had experience in dealing with conflict is extremely important.
But I answered on what I'll do in terms of preventive diplomacy and the other question.
On the economic commissions, what I found is that different economic commissions are focusing on different aspects.
Certainly, the Economic Commission, ECLC in Latin America and the Caribbean has been very, very helpful to countries, including my own country, providing data, providing guidance, technical advice to countries.
And so it is important that if you do anything, it must be based on the needs of countries and the economic creation should be strengthened based on needs.
On Haiti, I was very much front and center in the negotiations of Resolution 27 93 and also served as the chair of the Sanctions Committee on Haiti.
There are many things in this resolution that we need to implement, some not only by Haiti, but also by other member states in the region.
And this is something that the Secretary-General, I would be in touch with members from our community to implement what is in the resolution.
But the wider implementation would involve accompanying Haiti for a number of years given the depth of the challenges that are faced in Haiti.
We know that more than 50% of the gang members are children.
How we deal with that would be extremely important.
We know that the economy needs to be rebuilt.
We know that we may even have to get involved in reforesting Haiti because reports have shown that it is the deforested Haiti that makes the country less capable of dealing with natural disasters.
So this is a lot of work he's doing here, and raising funds for that will be extremely important.
In terms of cooperation between the UN and regional organizations, I've spoken about this before, and I've seen how Cracom played a very important role on the political side working with Haiti over these last few years.
So strengthening whether it is with Carcom, whether it is with Mercosur and other regional organizations, it's extremely important.
When the UN was formed, we did not have a number of regional organizations we have.
We didn't have the number of countries that are members of the UN.
And so looking at the value added that the UN brings and that the regional organizations for I think will be very, very important as we move forward.
A Sura, how will the concerns and priorities be adequately reflected here in the work of the organization, given the liquidity challenges? It is indeed a bit of a paradox that on the one hand, we have the liquidity crisis, and on the other hand, we are pursuing reform which we want to result in greater impacts on the ground.
So this will call for very prudent management of the resources we have, but also for the Secretary-General to engage with member states, those member states who are behind on their payments.
I believe in engagement, but I also believe that if we implement reforms that are showing good results that are showing prudent spending, that it would be easier for us to raise more resources.
And finally, let me say to chairman, colleagues and fellow candidates.
And I want to congratulate my fellow candidates to this.
We have put forward ourselves.
The chances are one of us may be in this position.
And whoever is that person, we must give them the full support.
I am conscious that the nomination period is still open, but given the recent results, I think that the respect for the turn of Latin America and the Caribbean is being respected, and we must not let up on this.
The UN is going through some challenging times, but the UN was not made for good season only.
And I believe in the wisdom of the 193 member states and that we can overcome these challenges.
We can strengthen multilteralism.
And I believe in the UN and this is why I put forward myself for this decision.
